Professor Rafflesia

They grew up in Aptrumi right at the edge of Astoria Town. Their family ran a shipping company that imported goods from Kanto, Johto, Hoenn, and Sinnoh. That's what many believe built their fascination with exploration and the legendary pokemon of those regions.

At some point in their youth, they met a Snivy that was abandoned by its trainer. The previous trainer had trouble taming its prideful demeanor and left it in the woods to fend for itself despite its rare coloration. This pokemon had built a resentment for humans from this and would attack other wild pokemon out of frustration. Rafflesia started feeding him and watching him defend his territory from a distance, slowly earning his trust. This Snivy became their first longtime partner. This rough upbringing and Rafflesia's profession as an adult is what led to this pokemon's ability being contrary to the norm.

Once done with their required studies, they went to study alongside the eventual Professor Oak in Kanto. To prove themself to the former ace trainer, they sought after a legendary pokemon to even the playing field in a battle with him. They ended up getting the attention of Zapdos, but one that sparkled much like their first partner. After not battling it, but baiting and bribing the great bird, the Zapdos chose to join them. They named it Instinct and it became known as a bratty princess who screeches to signal to its trainer of danger or potential targets as it flies high above them.

In their studies, they ended up traveling the world for quite a long time before ending up back in Aptrumi. They settled in Ariseon Town for a bit, but then while exploring the wilderness, they came across an abandoned palace.

While working to restore the palace, they always felt watched. One night as they set up what they believed to be a sacrificial pyre in the palace courtyard, they were visited by a pokemon they had only vaguely heard about in ancient texts. The Winged King, a legendary pokemon that was said to have ruled the region long ago. It rose up from the depths of the city it had kept alive deep beneath the palace to appoint Rafflesia as its new high vizier.

Koraidon, the pokemon's true name, was forcefully overthrown centuries before by humans who did not see him fit to lead. He managed to make them believe he had fled his palace when in truth he had only moved deep beneath it with those who stood beside him.

Rafflesia took it upon themself to restore Koraidon as the king of the region. So they worked their way up the ranks in the region's league and began work improving and expanding Abaddon, the former capital city.

Many years have passed since then and now they are considered practically a cryptid among the league staff as they spend so much time working remotely or simply hidden away underground.
